Scientific notation is a way of representing a number in the form $a \times 10^{b}$ where $1 \le |a| \lt 10$ and $b$ is an integer. $a$ should not include any leading or trailing zeroes.

The value of $b$ can be found by determining the power of ten that the number can be divided by to bring its value into the specified range.

$0.000190476190476 = 1.904762 \times \frac{1}{10000} = 1.904762 \times 10^{-4}$
